INTEGRATION OF SCIENCE, EDUCATION, GOVERNMENT AND BUSINESS TOWARDS THE IMPLEMENTATION OF THE CONCEPT OF A CLOSED-LOOP ECONOMY IN THE INDUSTRIAL SPHERE

Annotation. The article is devoted to the consideration of the features of the implementation in the industrial sphere of the concept of a closed- loop economy, which allows a holistic view of the problem of waste management of production and consumption and to develop cost-effective tools to solve it. It is noted that the industrial sphere, which attracts a significant amount of material resources and produces a large number of finished products and packaging, requires special attention from the point of view of the implementation of circular principles. When considering ways to organize a closed-cycle loop economy in order to increase the completeness and complexity of solving the problems of waste generation, obtaining and using secondary resources, emphasis is placed on the joint efforts of science, education, government and business. From the author's point of view, science should determine and justify priorities and guidelines for the development of a closed-loop economy, education should form environmental consciousness, culture and behavior of future scientists, engineers, technologists, lawyers, economists, managers, civil servants, etc. the state should form reasonable and non-contradictory environmental laws, develop and implement circular development programs, and business should combine the goals of making a profit for itself and preserving natural benefits for society and other generations by recycling waste and replacing primary raw materials with secondary ones. The State should be the connecting and guiding link in this integration.

Keywords: closed-loop economy, science, education, government, business, industry, waste management of production and consumption.
