REGIONAL WATER SECURITY

 

Annotation. Problems and peculiarities of safe functioning under ecological impact on the water complex of regional level are outlined. The management of water resources on the principle of the entire water basin as well as the financial strategy for the development of regional water management is proposed. Sources causing damage to water objects in a region are presented, calculation and justification of payments for the use of water resources is carried out; the mechanism of water use commensurate with market conditions is proposed. The system-integrated methodological approach to analyzing water security in a region for five key elements - security criteria, on the example of the Vologda Oblast, starting from individual water management facilities, enterprises, residential complexes and households, is considered. According to the adapted method of DALY calculation, a hygienic index for the possibility of assessing the health losses of the population is established. Water security indices for each criterion are established, and the water intensity of the gross regional product is calculated. The algorithm of water security provision at the regional level is presented.
