THE TERRITORIAL SCHEME OF HOUSEHOLD WASTE TREATMENT AS A NEW MODEL OF WASTE MANAGEMENT

Annotation. The article shows the experience of work on the adjustment of the territorial scheme of solid municipal waste management in the territory of the Udmurt Republic as a new method of modeling in this area. The managerial aspects of the "garbage" reform and the prerequisites for the introduction of separate accumulation of MSW, as well as the formation of the secondary raw materials market were considered. For the first time, one normative document establishes the rules for the treatment of waste, shows the logistics of transport routes for the transportation of waste, draws up a plan for the development of the sector for waste disposal until 2028. The author shows the main goals and objectives of the development and implementation of the Territorial scheme as an important condition for the formation of a waste management system and minimizing their ingress to unauthorized landfills and the environment.
