CONCEPTS AND STRUCTURE OF WASTE MANAGEMENT SYSTEM

Annotation. Currently, the problem of waste management, i.e. the need to create a regulatory system for all processes associated with the generation, separate collection, storage, transportation, processing, disposal and disposal of waste. The concepts of its development provide for the development of a complex of organizational, managerial, legal, regulatory, methodological, technical and economic means for waste management, monitoring, implementation and implementation of promising scientific developments aimed at creating and implementing low-waste technologies and improving technical level of waste processing, improvement of information support and training of specialists in waste management. The waste management system has a hierarchical structure: minimizing the formation of MSW, their separate collection, transportation, sorting, processing and disposal. Among the methods of waste management, priority should be given to waste recycling or «recycling», which is an integral part of the modern scheme of processing of raw materials and allows it to be used more rationally with a significant reduction in the amount of waste. The various levels of the "waste management hierarchy" in recent years have formed a single economic and technological paradigm, where waste problems are considered in the broader resource context of the so-called «circular» economy.
